Should I send the Enrollment Application (PSRS-21) to PSERS after submitting the Member Demographic and Contract Record information?

I have responsibility for keying Member Demographic, Contract Records, and Work Reports for several employers.  How do I ensure that I report the member's information with the correct employer?

I don’t like moving my hand between the keyboard and the mouse for the drop-down fields. Can I use the keyboard for these fields?

When an employee takes on a coaching or other additional position, I am still not clear on whether or not we are supposed to send an additional Contract Record for that position.  Can you clarify this for me?  

At the end of a coaching season we don’t expect the coach to return to coach the following year.  Do we report a termination (using a Contract Record) to PSERS for the coach? 

When completing a Contract Record for a substitute employee working in the cafeteria, what do I put in the "expected units” field?  I would not know how many hours each day they would be working.

As of July 1, 2004, the Enrollment Application is obsolete.  All employees must have an online Member Demographic and a Contract Record created.  These two online features replace the Enrollment Application.

I have responsibility for keying Member Demographic, Contract Records for several employers.  How do I ensure that I report the member's information with the correct employer?

A separate password is issued for each employer account. After signing onto the web application, make sure the message under the navigation bar (top) reflects the correct employer name. Make sure you Exit the current sign-on before proceeding to enter member information for a different employer.

I don’t like moving my hand between the keyboard and the mouse for the drop-down fields. Can I use the keyboard for these fields?

Yes, in most cases. You can type the first letter of the selection, such as inserting an "N" for non-certified or a "C" for certified when selecting the member's voting status.  You can also use the keyboard if you need to select another state other than the default state (Pennsylvania). If the employees lives in New Jersey rather than Pennsylvania (the default setting in the State field),  you can type in the letter "N" and the states beginning with the letter "N" will appear one by one until you find New Jersey.  

Navigation buttons, such as Add, Delete, Submit, etc., do require the use of the mouse to select.

How do I fix an employee's record keyed under an incorrect social security number?

 If the mis-key is discovered before the employee's Member Demographic record is submitted, you can change the social security number. 

If the mis-key is discovered after the record was validated, PSERS will need to correct the social security number. Please submit a Member Demographic Change Form (PSRS-1870) to PSERS accompanied by a copy of the member’s social security card.  If you do not know the incorrect social security number, please submit a Member Demographic Change Form (PSRS-1870)with a note explaining the situation. Be sure to attach a copy of the member's social security card.

I am entering a Member Demographic record for an existing member. The member’s date of birth on the screen is different from the information being keyed. What do I do?

Verify your information.  Submit a Member Demographic Change Form (PSRS-1870), attaching a copy of the member’s proof of birth.  Acceptable proofs of birth, include:

  • Birth Certificate

  • Baptismal Record

  • Passport

  • Elementary or Secondary School Record

  • Life Insurance Policy Listing Date of Birth

  • PA Driver's License

  • Naturalization Record

  • Alien Registration Record

PSERS will change the date of birth on the member's record.

How do I fix the date of birth I mis-keyed?

If the mis-key is discovered prior to submitting the information, you can correct the date of birth and submit the record. 

If the mis-key is discovered after validation of the record, PSERS must correct the date of birth. Submit a Member Demographic Change Form (PSRS-1870) to PSERS accompanied by a copy of the member’s proof of birth. 

Acceptable proofs of birth, include:

  • Birth Certificate

  • Baptismal Record

  • Passport

  • Elementary or Secondary School Record

  • Life Insurance Policy Listing Date of Birth

  • PA Driver's License

  • Naturalization Record

  • Alien Registration Record

How is an employee’s name keyed when they use only the initial of their first name and their full middle name (i.e. D .Wayne Smith, instead of Devon W. Smith)?

Use only the initial in the First Name field.  The middle name may be placed in the Middle Name field.  Example:

First Name D
Middle Name Wayne
Last Name Smith

How is a double first name keyed (i.e. Mary Ellen)?

If the employee has a double first name, such as Mary Jane or Billie-Jo, enter both first names in the First Name field.  You may enter the hyphen in a hyphenated name.  There is however, a maximum of 35 characters in the First Name field.

How is an employee's name change submitted?

The employer changes the employee's name via  the Member Demographic Information window, using the View/Edit feature.

What is meant by Residence Address?

The Residence Address is the member's street address or post office box information – where the mail should be delivered. For additional information on address formatting, see the excerpt from the US Postal Service's Postal Addressing Standards (pdf format).

  The correct format follows:

  • If a plus4 is not provided for the zip code – enter the street address on first line, and the PO Box number on the "Apt/Suite#" line.  Acceptable:

The employee’s address exceeds the number of characters in the Residence Address field. How is it entered?

The US Postal Service requests the use of the standard word abbreviations and removal of vowels to shorten the address. For additional information on address formatting, see the excerpt from the US Postal Service's Postal Addressing Standards (pdf format).  

The PSERS address fields are designed however, to assign the proper abbreviation for keyed address information.  This will assist you with entering the address information.

I am entering a Member Demographic information for an existing member (employee) who has a different address. Should I change the address?

Yes.  It is the employer's responsibility to update member information.

I am entering an address change in the Member Demographic Information Record for an existing employee. The employee’s address is RD 1 Box 35, but the screen shows RR 1 Box 35. Why?

Rural Delivery addresses (i.e. RD) are keyed as Rural Route (i.e. RR) because RD is the US Postal system's standard abbreviation for road.  The Member Demographic address feature is designed to search for, and include, the standardized US Postal abbreviations.  You will have the option as to whether or not you wish to accept the suggested abbreviations .  There are times when you may have an address that may not comply with the standards, such as:

123 Onsage Court Road

The address system would suggest changing the address to - 

123 Onsage Ct Rd  

when the address should appear as -

123 Onsage Court Rd

 What is the significance of multiple Contract records for part-time positions, such as coaching?

Reporting multiple Contract Records for differing part-time position allows PSERS to properly apply earned service credit to the employee's account, and eliminates the need to research salary spikes when processing an employee's retirement benefit.

When an employee takes on a coaching or other additional position, I am still not clear on whether or not we are supposed to send an additional Contract Record for that position.  Can you clarify this for me?

Whenever an employee starts working for you in an eligible position, you can refer to this decision tree which will help you determine whether you are supposed to submit an additional Contract record and/or Member Demographic record or not.

At the end of a coaching season, we don’t expect the coach to return the following year. Do we report a termination (using a Contract record) to PSERS for the coach? 

If the coach does not have another position with you, then "yes," you should report the coach on the Contract Record with the code of "TRMNTN" (termination) in the work status field. 

If the coach has two positions and therefore, two Contract records (one for the coaching position and one for another position), you should not report the termination code, but the coaching Contract record should have an End Date of the coaching position in the Work Status End Date field.

If the employee has an additional position, and when the employee began the coaching position you determined that the coaching position did not require a separate Contract record, you should not report a termination code or an End Date to PSERS

When completing a Contract Record for a substitute employee working in the cafeteria, what do I put in the "expected units” field?  I would not know how many hours each day they would be working.

The Contract Record should represent the number of months (Expected Months) it is expected the employee will work in the position and the days or hours (Expected Units).  Enter what the employee is likely, or projected to work.  

The actual days worked are collected on the Work Report and used to determine service credit.  The information collected in the Contract Record, Expected Months and Units, is used in the calculation of benefits.

An existing employee’s status changed from part-time to full-time. How do I change the information?

You need to submit a new contract for the full time position and end date the part-time contract.

What contribution rate should be used when the employee is enrolled?

When the employee is enrolled, PSERS determines the contribution rate based on the employee's membership class (T-C or T-D), the date the employee was hired, and whether or not there were breaks in employment.  Refer to the Reporting - Determining Employee Contribution Rates section of the Employer's Reference Manual for Reporting for more information.

How is voting status determined?

The voting status can be indicated as certified or non-certified. This classification is used to determine in which election the member will vote to fill a seat on the PSERS Board.

  • Certified positions require certification by the Pennsylvania Department of Education.

  • Non-certified positions do not require certification by the Pennsylvania Department of Education.

What criteria is used to determine Full-Time versus Part-Time employment?

An employee working a minimum of 5 hours per day, 5 days a week or its equivalent (25 hours per week) is considered a full-time PSERS member regardless of how the member is employed by the employer.  If an employee does not meet these guidelines, the employee is consider by PSERS to be a part-time employee.

Who should be enrolled in PSERS and when should they be enrolled?

All employees should have both the Member Demographic Record and a Contract Record created for them on the first day of employment with the following exceptions:

  • Retirees returning on an emergency or shortage basis (Act 63-2004).

  • Employees hired for extracurricular employment  (Act 63-2004).

Who should not be enrolled in PSERS?

Any employee hired by an employment service contracted by the employer (school entity) and who is considered an employee of the service as opposed to the school entity,  should not be enrolled in PSERS.   Also

  • Retirees returning on an emergency or shortage basis (Act 63-2004).

  • Employees hired for extracurricular employment  (Act 63-2004).

Are there any job classifications exempt from membership in the Public School Employees' Retirement System?

To prevent the enrollment of an employee who is ineligible for membership in PSERS, when PSERS receives a Contract Record from the employer,  the Position Title will be validated against eligible positions. If the position is not found, PSERS will determine eligibility by having the employer complete the Questionnaire to Determine PSERS Eligibility (PSRS-349). 

Generally, employees in classifications such as, or  similar to these positions will be questioned: Tax Collector, Solicitor, Doctor, Dentist, Consultant, Psychologist, School Crossing Guards.

Should employees who waive PSERS membership be reported to PSERS?

Employers must report employees to PSERS who choose to waive PSERS membership by submitting a Member Demographic record and a Contract Record with "ACTIVW" (active, waived) in the Work Status.  Please do not report wages unless instructed via letter from PSERS.

When PSERS receives this information, we send the appropriate information and a Waiver by Part-Time Employee Covered by IRA Account (PSRS-51) to the employee.  The employee must sign and return the Waiver by Part-Time Employee Covered by IRA Account (PSRS-51) to PSERS.

Do we enroll students who are working part-time?  Must they be enrolled if only working during the summer or when we host a banquet? 

If the student is working as part of their curriculum, they should not be reported. If the work is not part of their curriculum, the student should be enrolled and reported as long they are at least age 15.

Any service rendered as part of the student’s curriculum is not eligible for purchase at a later time.

Will employers have to send in proof of a Social Security number when enrolling an employee with PSERS?

Sending proof of a Social Security number to PSERS is not required for enrollment purposes.  Employers are only required to submit proof when a discrepancy is found after the employee’s account is created.

Who supplies the employee with a Nomination of Beneficiaries (PSRS-187) form?

PSERS sends a Nomination of Beneficiaries (PSRS-187) form to the employee after the employer creates the employee's Member Demographic and Contract Records.   The form is pre-filled with pertinent employee information therefore, the employee should always contact PSERS to obtain the form.

Important information about PSERS and membership in PSERS is also mailed to the employee as part of the initial Welcome packet.
